Can non-Muslims receive zakat?

According to most scholars, zakat cannot be given to non-Muslims, atheists and apostates. This is because zakat is only imposed on a Muslim and therefore it is to be distributed among Muslims who are theoretically liable to pay it. It is better to help needy non-Muslims by giving sadaqa which is a more generic form of charity.
